Conduct: On 1 June 2020, Martial Serge Ngamaleu (“Mr Mgamaleu”) caused Ngamal’s Logistics Limited (“NLL”) to apply for a second Bounce Back Loan (“BBL”) of £45,000 contrary to the terms of the BBL scheme which Mr Ngamaleu knew or ought to have known NLL was not entitled to apply for and receive as only one BBL was permissible per business. In that: • Under the BBL scheme eligibility, a borrower is required to declare that this is their only application for a BBL, it is not in the process of applying for or has already received a Bounce Back Loan Scheme facility. The eligibility criteria stated that the maximum a business could be loaned was £50,000. • NLL was incorporated on 3 July 2019. • Mr Ngamaleu applied for a £45,000 BBL from Lender A on 30 May 2020 which NLL received on 1 June 2020. • Mr Ngamaleu applied for a second BBL, from a different Lender B on 1 June 2020, for £45,000 which NLL received on 4 June 2020, when it was not entitled to do so. • Mr Ngamaleu knew or ought to have known that NLL did not meet the eligibility criteria for the BBL when applying for the second loan. • NLL has obtained £45,000 more than it was entitled to. On 2 October 2024 NLL entered liquidation with £41,664 owed in respect of the BBL from Lender B
