Conduct: Mirpacha Hajy Pachamir (“Mr Hajy Pachamir”) caused Ride Solutions Ltd (“Ride”) to apply for and obtain a government backed Bounce Back Loan (“BBL”) of £50,000, which was more than the amount to which it was entitled to, by submitting false or knowingly inaccurate information contrary to the terms of the BBL, in that: The BBL scheme enabled a business to obtain a BBL of up to 25% of its turnover for the calendar year 2019, up to a maximum amount of £50,000. Where a business was established after 1 January 2019, the applicant could apply the 25% limit to their estimated annual turnover from the date they started their business. Ride was incorporated on 21 June 2019, and began trading right after its incorporation so was permitted to use an estimated turnover figure on its BBL application. Bank statements record that Ride received its first income on 7 August 2019. Bank statement record total turnover of £27,873.48 from 07 August 2019 to 28 May 2020. Further credits from 28 May 2020 to 06 August 2020 total £4,972.41. Mr Hajy Pachamir signed the BBL agreement on 27 May 2020 for a £50,000 BBL. Mr Hajy Pachamir declared an estimated turnover of £220,000. Ride received the £50,000 BBL into its bank account on 28 May 2020. Mr Hajy Pachamir has not provided any records or other evidence to justify the declared estimated turnover of £220,000 on the BBL application. When Ride entered liquidation on 15 February 2022, it declared liabilities of £52,000, including the £50,000 BBL. The bank claimed £44,352.48 in the liquidation in respect of the BBL.
