Conduct: On 23 June 2020 Mr Noor Ali (“Mr Ali”) caused Lambourn Spice Ltd to apply for a Bounce Back Loan (“BBL”) of £50,000 using overstated turnover figures, which resulted in Lambourn Spice Ltd obtaining a BBL that was £28,828 more than it was entitled to. In that: • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019 or where a business was established after 1 January 2019 it is their estimated turnover. • Lambourn Spice Ltd was incorporated on 15 May 2019. • On 23 June 2020, Mr Ali applied for a BBL of £50,000 on behalf of Lambourn Spice Ltd declaring that its turnover in its first year of trade to be £207,361. • Financial Accounts for year ending 31 May 2020 show a turnover of £84,688. • Ledger records for Lambourn Spice Ltd show that the company commenced trade circa 20 May 2019. The ledgers demonstrate the sales of the company which form the turnover declared in the financial accounts. • The maximum BBL that the Lambourn Spice Ltd was entitled to was therefore £21,172. • Mr Ali signed the BBL agreement with the lender 28 September 2020 and Lambourn Spice Ltd received the BBL funds of £50,000 on 29 September 2020 into its account ending 8028. • Total liabilities at liquidation amount to £52,007 of which £42,533 relates to the amount owed in respect of the BBL.
