Conduct: On 11 June 2020, Antony Hackner (‘Mr Hackner’) provided incorrect information in a Bounce Back Loan (‘BBL’) application made on behalf of Mall Jewellers (Walsall) Ltd (‘MJW’), by overestimating the turnover of MJW. As a result, MJW has received BBL funds of £41,916 that it was not entitled to.   In that: • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019 or where a business was established after 01 January 2019 it was their estimated annual turnover from the date the business was started.     • MJW was incorporated on 24 April 2019.    • Accounts covering the period from incorporation to 30 April 2020 declare turnover of £14,379, with accounting records indicating it made its first sale on 16 September 2019. Accounts covering the period to 30 April 2021 declared turnover of £17,956. During this two year period, total turnover was £32,335, so using this longer two year period, MJW would only have been eligible for a BBL of £8,084 at most. • On 11 June 2020, Mr Hackner applied for a BBL of £50,000 on behalf of MJW declaring that its turnover was £215,000.  As MJW had made its first sale in September 2019, and MJW had turned over £14,379 in the just under 10 month period to 11 June 2020, MJW would have required turnover of £200,621 in the remaining just over 2 month period to achieve the £215,000 turnover figure declared by Mr Hackner in the BBL application. • MJW received the BBL funds of £50,000 on 11 June 2020. This was at least £41,916 more than it was eligible for.       • Total liabilities at liquidation amount to £53,600 of which £50,000 relates to the amount owed in respect of the BBL.
