Conduct: On 30 October 2020 Mr Mohammad Hamed Zare (‘Mr Zare’) applied for and obtained a Government-backed Bounce Back Loan (‘BBL’) of £50,000 for Woodland Pizza Centre Ltd (‘WPC’) by providing false or knowingly inaccurate information regarding WPC’s estimated annual turnover for 2019, thereby causing it to obtain £31,961 in BBL funding to which it was not entitled. In that: • The BBL scheme permitted a loan of up to 25% of a business’ turnover in the calendar year 2019 (or estimated annual turnover from the date it commenced trading if it had been established after 01 January 2019), to a maximum of £50,000; • WPC was incorporated in April 2019 and commenced trading in May 2019; • As WPC was not trading on 01 January 2019 it was entitled to estimate its annual turnover for the BBL application; • However, annual accounts prepared to 30 April 2020 disclosed turnover of £72,158, which would have entitled WPC to a BBL of no more than £18,039; • Mr Zare provided a copy of the accounts to 30 April 2020 which show they were approved by him on 09 June 2020, prior to the application for the BBL. • On 30 October 2020 Mr Zare completed an application form for a BBL from WPC’s bank, self-certifying that its turnover in 2019 was £200million and requesting a loan of £50,000; • The BBL was received on 02 November 2020; • Mr Zare has failed to provide any documentation to support the level of turnover claimed in the application; • Therefore, WPC obtained £31,961 in BBL funding to which it was not entitled; • The bank has advised that it submitted a claim under the Government guarantee for £45,979 and the bank was the majority creditor.
