Conduct: Mr Dzehlil Dzhemil (“Mr Dzhemil”) breached his duties as the director of Charcoal Grill NW Limited (“Charcoal”) by failing to ensure that it complied with its legislative duties, in that: • Home Office Immigration Enforcement carried out a visit to Charcoal’s trading premises on 23 January 2025 and, as a result, issued a Notice of Liability for Civil Penalty on 3 March 2025, amounting to £40,000 in respect of the employment of one worker, which was due for payment on or before 2 April 2025. • After consideration of an objection submitted by Mr Dzhemil, received on 20 March 2025, the Civil Penalty was upheld, payment of which was due by 28 April 2025. • Mr Dzhemil has failed to provide sufficient records to evidence that Charcoal carried out proper checks in compliance with its statutory obligations under The Immigration, Asylum and Nationality Act 2006 (“the 2006 Act”) resulting in the employment of one person who did not have the right to work or, the right to work for the tasks they were performing. Mr Dzhemil was the sole director of the company at the time of the breaches of the 2006 Act. • The Penalty remains unpaid. At Liquidation on 25 June 2025, Charcoal had liabilities of £79,283, of which £40,000 relates to the outstanding civil penalty.
