Conduct: On 12 June 2020, Sheryl Louise Ayres (“Ms Ayres”) breached the terms of the Bounce Back Loan (“BBL”) scheme by causing Martin’s Roofing and Guttering Merton Ltd (“MRGM”) to overestimate its turnover when applying for a BBL. As a result, MRGM received a £45,000 BBL when Ms Ayres knew, or ought to have known, that MRGM was not eligible for a loan of that amount, in that: • Under the BBL scheme, businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019, or where a business was established after 01 January 2019, an estimated annual turnover could be used from the date the business started. • MRGM was incorporated on 31 December 2018, with the first trading income being received on 14 January 2019. • On 12 June 2020, Ms Ayres applied for a £45,000 BBL on behalf of MRGM declaring that its annual turnover from the date it started trading on 14 January 2019 was £180,000. MRGM received the BBL funds of £45,000 on 15 June 2020. • Unaudited accounts for the financial year ending 31 December 2020 show MRGM reported a turnover of £13,210 for the year ending 31 December 2019 and £28,060 for the year ending 31 December 2020. • Analysis of MRGM’s bank account shows that between 14 January 2019 (first trading income received) and 13 January 2020, MRGM received payments totalling £14,961, of which £14,030 were sales related. • Based on the sales related credits amount, MRGM would have been eligible to apply for a BBL of no more than £3,508. • The overestimation of turnover meant that MRGM received £41,492 more than it was entitled to from the BBL scheme. • On 29 July 2024, MRGM entered Creditors’ Voluntary Liquidation with liabilities totalling £43,000, of which at least £39,259.10 was owed in respect of the BBL
