Conduct: Mr Muhammad Siddique Noori (“Mr Noori”) caused Noori Services Limited (“Noori Services”) to apply for a government-backed Bounce Back Loan (“BBL”) of £50,000 using overstated turnover figures, when he knew, or ought to have known, that Noori Services was only eligible for a loan to a maximum amount of £14,203, in that: • Under the BBL scheme a business was able to borrow up to 25% of its turnover in calendar year 2019, up to a maximum of £50,000 and, if the business was established after 1 January 2019, it was to apply the 25% limit to its estimated annual turnover from the date it started. The turnover figure was self-certified by the applicant. • Noori Services was incorporated on 21 September 2018 and commenced trading the following month. • Mr Noori was appointed as sole director on 21 September 2018 and remained so until Liquidation. • On or around 30 June 2020, Mr Noori applied for a BBL of £50,000 on behalf of Noori Services, stating in the application that Noori Services’ relevant turnover was £200,000. • Company accounts for the Years Ended 30 September 2019 and 30 September 2020 declare turnover as £35,605 and £56,810 respectively. • On 30 June 2020, funds of £50,000 were credited to Noori Services’ bank account. • Noori Services therefore received BBL funds of at least £35,797 more that it was entitled to. • At the date of the liquidation on 6 March 2024, the Statement of Affairs shows that total liabilities amounted to £119,051, of which £47,124 was in respect of the BBL.
