Conduct: On 18 May 2020 Dr Saleem Akbar (“Dr Akbar”) caused Touch of Glass Cumbria Ltd (“Touch of Glass”) to apply for a Bounce Back Loan (“BBL”) of £50,000 using overstated turnover figures, which resulted in Touch of Glass obtaining a BBL of £50,000 for which it was not eligible. In that: • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019 or where a business was established after 1 January 2019 it is their estimated turnover. • Touch of Glass was incorporated on 20 September 2018 and began trading thereafter. • The year end accounts for Touch of Glass show that for the years ending 30 September 2019, 30 September 2020 and 30 September 2021, the recorded turnover was £0. • On 18 May 2020, Dr Akbar applied for a BBL of £50,000 on behalf of Touch of Glass declaring that its turnover was £200,000. • Touch of Glass received the BBL funds of £50,000 on 19 May 2020. Total liabilities at liquidation amount to £69,758 of which £50,033 relates to the amount owed in respect of the BBL.
