Conduct: On 10 May 2020 Ms Sehar Pal (“Ms Pal “) caused 7SPEED LTD (“7SPEED “) to apply for a Bounce Back Loan (“BBL”) of £50,000 using overstated turnover figures, which resulted in 7SPEED obtaining a BBL that was £50,000 more than it was entitled to. Ms Pal caused 7SPEED to expend £49,996 of the BBL funds for purposes that did not provide economic benefit to 7SPEED in breach of the BBL terms and conditions. In that: • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019 or where a business was established after 1 January 2019 it is their estimated turnover. • 7SPEED was incorporated on 17 May 2018. • On 10 May 2020 Ms Pal applied for a BBL of £50,000 on behalf of 7SPEED declaring that its turnover for the calendar year 2019 was £220,000 and stating that it was engaged in trading or commercial activity in the UK on 01 March 2020. • 7SPEED submitted dormant financial accounts for year ending 31 May 2019. • Bank statements show that credits into the bank account totalled £0 in the 2019 calendar year and £164 in the 2020 calendar year. • 7SPEED received the BBL funds of £50,000 on 12 May 2020 account, taking the credit balance on account to £50,012. • Between 13 May 2020 to 18 June 2020 payments totalling £49,996 were made from 7SPEED’s bank account that did not provide economic benefit to 7SPEED. • On 27 July 2021 7SPEED was dissolved with the bounce back loan of £50,000 still outstanding.
