Conduct: On 01 October 2020, Mr Kruglov caused VSE Services Limited (“VSE”) to apply for a Bounce Back Loan (“BBL”) of £45,000 using an overstated turnover figure, when I knew or ought to have known it was inaccurate. As a result, the VSE Services Limited obtained a BBL greater than it was entitled to; in that: • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019 or where a business was established after 1 January 2019 it is their estimated turnover from when the company started. • VSE Services Limited was incorporated 26 March 2018. • On 01 October 2020, Mr Kruglov applied for a BBL of £45,000 on behalf of VSE declaring a turnover of £200,000. • Accounts for the year ended 31 March 2020, approved by Mr Kruglov on 20 April 2020, show annual turnover of £69,238 for the year ended 31 March 2020, and £57,665 for the year ended 31 March 2019. • VSE Services Limited received the BBL funds of £45,000 on 01 October 2020. • VSE Services Limited entered Creditors’ voluntary liquidation on 09 April 2025. • At liquidation, total liabilities were £79,320 of which £44,241 was in respect of the BBL.
