Conduct: Jill Elaine Manders (“Mrs Manders”) caused Gem Renovations Limited (“Gem”) to apply for a Bounce Back Loan (“BBL”) of £50,000, received by Gem on 02 September 2020, by overstating the company’s turnover. As a result, Gem received more funds than it was entitled to from the BBL scheme. In that: • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019 or where a business was established after 01 January 2019 it was their estimated annual turnover from the date the business started; • Gem was incorporated on 21 March 2018 but started trading on 27 May 2019 and was therefore entitled to estimate its turnover; • Gem’s accounts for periods ended 31 August 2019 and 31 August 2020 show turnovers of £37,273 and £Nil respectively; • Two quotations provided by Mrs Manders from March and August 2020 total £22,000; • Gem received a BBL of £50,000 on 02 September 2020, the BBL application submitted by Mrs Manders having declared that its annual turnover was £210,000; • Total liabilities at liquidation were £53,040, including £51,139 owed to the bank in respect of the BBL obtained.
