Conduct: On 11 September 2020, Simona Ranieri (“Ms Ranieri”) caused Healthy Life London Ltd (“Healthy Life”) to apply for a government-backed Bounce Back Loan (‘BBL’) of £48,500 when she knew or ought to have known that Healthy Life was not entitled to a BBL of that amount. in that: • The BBL scheme permitted a loan of up to 25% of your turnover in calendar year 2019, from a minimum of £2,000, up to a maximum of £50,000. If your business was established after 1 January 2019, you should apply the 25% limit to your estimated annual turnover from the date you started your business. • Healthy life was incorporated on 27 February 2018 and commenced trading in February 2020. • On 11 September 2020 Ms Ranieri signed a BBL application on behalf of Healthy Life for a £48,500 BBL declaring the estimated turnover for Healthy Life’s first year of trade as £197,000. • A BBL of £48,500 was received by Healthy Life on 15 September 2020. • As Healthy Life did not commence trading until February 2020, it was entitled to estimate its turnover on the application. • At the date of the BBL application, the company had traded for at least 7 months achieving a turnover of £300. • Healthy Life estimated its turnover for the remaining 5 months of trade to be £196,700. This estimated turnover is not supported by either Healthy Life’s own projection document or by other evidence that it could reasonably have achieved this level of turnover. • Based on actual turnover and Ms Ranieri’s predictions to January 2021, Healthy Life would have been entitled to a BBL of no more than £25,046. • Healthy Life therefore received £23,454 in BBL funding to which it was not fully entitled. • Healthy Life’s filed accounts for the period ending March 2021 show turnover of £10,001. • At liquidation £41,966 remained outstanding in respect of the BBL
