Conduct: Mohamed Aly Ibrahim Mansour Abd El Rasoul (“Mr Rasoul”) caused I Eat Limited (“I Eat”) to breach the terms and conditions of the Bounce Back Loan ("BBL") scheme by overstating its turnover in an application to obtain a BBL of £50,000. This resulted in the Company receiving at least £25,597 more than it was entitled to. In that: • The BBL scheme entitled businesses established prior to 01 January 2019 to apply for a BBL in the sum of up to 25% of its turnover in the calendar year 2019. • I Eat was incorporated on 05 February 2018, and it commenced trading in March 2018. • On 19 May 2019 Mr Rasoul approved and authorised the Company’s financial statements for the period ended 28 February 2019 which show Company turnover of £49,160 • On 04 May 2020 Mr Rasoul applied for a BBL on behalf of I Eat. He stated on the application form that I Eat had a turnover of £250,000. • 0n 05 May 2020 a BBL of £50,000 was paid to I Eat. • On 08 October 2020 Mr Rasoul approved and authorised the Company’s financial statements for the year ended 28 February 2020 which show Company turnover of £84,083. • Company bank statements show income for the calendar year 2019 of £57,289 • Analysis of the working papers for the financial statements for the period ended 28 February 2019 and year ended 28 February 2020 show that I Eat’s turnover for the 2019 calendar year was no more than £97,610. • Based on the working papers for the financial statements the maximum BBL I Eat would have been eligible for was £24,403. • I Eat was not eligible for a BBL of £50,000, it obtained at least £25,597 more in BBL funding than it was entitled to. • At liquidation, £41,248 of the BBL remained outstanding.
