Conduct: Ms Mariya Abdulali ("Ms Abdulali") caused or allowed Top Deal Wholesale Ltd ("Top Deal") to make false declarations when applying for and obtaining two Government backed Bounce Back Loans ("BBL") for a total of £100,000 contrary to the terms of the BBL scheme. Top Deal also overstated its turnover when making both applications, so that it received £67,344 more than that to which it was entitled. • Top Deal was incorporated on 6 December 2017 and filed accounts at Companies House for the years ended 31 December 2018, 31 December 2019 and 31 December 2020. BBL Applications • The BBL Scheme allowed businesses to apply for one BBL of between £2,000 and £50,000. A company could obtain up to 25% of its' turnover for the calendar year 2019.Top Deal was not permitted to estimate its turnover as it was established prior to 01 January 2019. • Top Deal applied for a £50,000 BBL with Bank A on 14 May 2020 declaring turnover for the 2019 calendar year of £1,000,000. The BBL was received on 15 May 2020. • On the same day, 14 May 2020, Top Deal applied for a £50,000 BBL with Bank B, again declaring turnover for the 2019 calendar year of £1,000,000. The second BBL was received on 10 June 2020. • Ms Abdulali has stated that a relative made both BBL applications. However, both BBL applications were signed by Ms Abdulali. • Both BBL applications contained declarations that the application was Top Deal’s sole application for a BBL. When making the application for the second BBL, it must therefore have been falsely declared that the second BBL application was Top Deal's only application for a BBL. Overstatement of Turnover • Top Deal’s accounts show that the company was established prior to January 2019. It was therefore not entitled to estimate its annual turnover for the purposes of the BBL application. • Top Deal’s accounts filed at Companies House for the year ended 31 December 2019 record Top Deal's turnover as £130,623. Top Deal was therefore eligible for a maximum BBL of £32,655.75. • As a result of the overstatement of turnover and duplicate applications, both of which were contrary to the terms of the BBL scheme, Top Deal received £67,344.25 more than to which it was entitled. • Prior to liquidation, Top Deal made repayments of a total of £3,967.20 towards the BBL with Bank A. Bank A have lodged a Proof of Debt in the Liquidation for £47,834.86. • Prior to liquidation, Top Deal only made one repayment of £10 towards the BBL with Bank B. Bank B have lodged a Proof of Debt in the Liquidation for £51,235.87. • In the absence of any adequate books and records, it cannot be determined whether either of the BBLs were expended in their entirety for the economic benefit of Top Deal;
