Conduct: On 28 September 2020, Mrs Linlin Liu (“Mrs Liu”) caused 9tea Limited (“9tea”) to breach the terms and conditions of the Bounce Back Loan (“BBL”) scheme by overstating 9tea’s turnover figure when applying for a BBL. As a result, 9tea received a £41,000 BBL when Mrs Liu knew, or ought to have known, that 9tea was not eligible for a BBL of that amount; in that: • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure was that for the calendar year 2019 or where a business was established after 1 January 2019 it is their estimated annual turnover; • 9tea was incorporated and began trading on 18 September 2017 and therefore was not entitled to estimate its turnover when applying for a BBL; • Full accounts for the Year Ended 30 June 2020, approved by Mrs Liu on 03 September 2020, show turnover of £47,025 for the 2019 financial year, and turnover of £0 for the 2020 financial year; • On 28 September 2020, Mrs Liu applied for a BBL of £41,000 on behalf of 9tea stating a turnover of £172,000; • 9tea received the BBL funds of £41,000 on 29 September 2020; • 9tea entered liquidation on 28 August 2024; At liquidation, 9tea had total liabilities of £38,892, all in respect of the outstanding BBL
