Conduct: On 25 August 2020, Saqib Hussain Rasul (“Mr Rasul”) caused Elitebedrooms Limited (“Elite”) to apply for a Bounce Back Loan (“BBL”) of £50,000, by overstating Elite’s turnover when he knew or ought to have known that Elite was only entitled to a maximum BBL of £11,688, in that: • Under the BBL scheme, businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019, or where a business was established after 01 January 2019, it was their estimated turnover. • Elite was incorporated on 31 May 2017. • On 25 August 2025, Mr Rasul made a BBL application declaring that Elite’s turnover for the calendar year 2019 was £225,000. • On 26 August 2020, BBL funds of £50,000 were paid into Elite’s bank account. • Elite’s accounts for years ended 30 November 2019 and 30 November 2020 show turnover of £41,788 and £46,753 respectively. • Based on the BBL criteria and company turnover, Elite was entitled to receive no more than £11,688. • As a result of the overstatement of turnover, Elite received £38,312 more than it was entitled to from the BBL scheme. • On 17 October 2024, Elite entered Creditors’ Voluntary Liquidation with total liabilities of £59,949, of which £43,018 relates to the outstanding BBL.
