Conduct: On 22 May 2020, Ms Della Slamon-Jones ("Ms Slamon-Jones") breached the terms of the Bounce Back Loan (“BBL”) scheme by causing S J Family Limited ("SJ") to overstate its turnover on the BBL application, resulting in SJ obtaining a government-backed BBL of £50,000 when she knew, or ought to have known that SJ was not entitled to a BBL of that amount, in that: • The terms of the BBL Scheme stated that a business could apply for a loan of up to 25% of the Company’s turnover, from a minimum of £2,000, up to a maximum of £50,000. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019 or, where a business was established after 01 January 2019, it was their estimated turnover. • SJ was incorporated on 23 February 2017 and began trading in March 2017. Ms Slamon-Jones was sole director of SJ from 15 March 2017 and remained in office until liquidation. • As a company trading prior to 01 January 2019, the BBL application required a turnover figure for the 2019 calendar year. SJ was not permitted to estimate turnover. • SJ's bank statements for the period 01 January 2019 to 31 December 2019 record total receipts in the sum of £71,567. Meaning that SJ was eligible to apply for a BBL of no more than £17,892. • On 22 May 2020, Ms Slamon-Jones submitted a BBL application on behalf of SJ declaring turnover of £206,000 and requested a BBL of £50,000. • On 27 May 2020, the BBL monies of £50,000 were credited to SJ’s bank account. • Total liabilities at liquidation were £104,328, of which £46,615 relates to the outstanding BBL.
