Conduct: On 05 May 2020, Raes Mehmood (“Mr Mehmood”) caused Dew Drop Services Ltd (“DD”) to apply for a government backed Bounce Back Loan (“BBL”) of £50,000 when it was not eligible for a loan of that amount, by stating that the turnover was £205,000 for the calendar year 2019, which he knew or ought to have known was inaccurate. In that: • A business could apply for a loan between £2,000 and £50,000 subject to a maximum of 25% of turnover. Where a company was established before 01 January 2019, the turnover figure required was that for the 2019 calendar year. DD was incorporated on 15 June 2016, and bank statements show that it was actively trading throughout 2019. • In the BBL application dated 05 May 2020, which was signed electronically by Mr Mehmood, he stated that the annual turnover of DD was £205,000. DD received £50,000 into its bank account on 06 May 2020. • Bank analysis for the calendar year 2019 shows DD’s turnover was £86,002. Based on this figure, the company would have been eligible for a BBL of £21,500 and therefore received £28,500 more than the company was entitled to. Further to this, the filed accounts for year ended 31.03.2020 show turnover of £81,440. • At liquidation on 30 August 2024, the full balance of the BBL remained outstanding.
