Conduct: Joseph Andrew Judge (‘Mr Judge’) caused Judge Electrical Rail Ltd (‘JERL’) to act in breach of the rules of the Government-backed bounce back loan (‘BBL’) scheme by obtaining a BBL at least £33,190 greater than that to which it was eligible by providing inaccurate information concerning JERL’s turnover, in that: • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019 or where a business was established after 01 January 2019 it was their estimated annual turnover from the date the business started. • On 9 June 2020 Mr Judge applied for a £50,000 BBL on behalf of JERL declaring turnover of £210, 588. On 10 June 2020 JERL received a BBL of £50,000. • As JERL was trading before 1 January 2019 the company’s turnover for the 2019 calendar year was required on the BBL application form. According to its bank statements JERL received trade credits in the 2019 calendar year of a total of £67,241. Turnover in that amount entitled JERL to apply for a BBL of up to £16,810. • Mr Judge placed JERL into creditors voluntary liquidation on 18 May 2023 owing at least £48,234 in respect of the BBL.
