Conduct: On 05 November 2020, Vasyl Pankovych (“Mr Pankovych”) caused VP Building Ltd (“the Company”) to breach the conditions of the Bounce Back Loan ("BBL") facility by applying for a second BBL of £50,000, when he knew or ought to have known, that the Company was not eligible for a second BBL, having already received a BBL of £50,000 on 12 May 2020. As a result, Mr Pankovych caused or allowed the Company to obtain BBL’s totalling £100,000, when the maximum available under the scheme was £50,000.   • Under the BBL scheme businesses were able to apply for up to 25% of their turnover to a maximum of £50,000. Businesses which originally borrowed less than the maximum amount available to them under the Scheme were eligible to top-up their original loan, however the total loan amount was not to exceed 25% of the business’s turnover. Only one loan was available to businesses.     • Mr Pankovych made an application for a BBL from Bank A of £50,000 on behalf of the Company on 09 May 2020, with the funds being received into a bank account operated by the Company on 12 May 2020.     • Mr Pankovych caused or allowed a further BBL application for £50,000 to be made on behalf of the Company from Bank B, on 05 November 2020.     • A declaration was made during the BBL application from Bank B confirming that this was the Company’s only application for a BBL, when Mr Pankovych knew or ought to have known that that was false, having already received the £50,000 BBL funds from Bank A.    • On 09 November 2020, the Company received BBL funds of £50,000 from Bank B, taking the total amount of BBL funds received by the Company to £100,000, which was £50,000 more than the maximum available.  • Total liabilities at liquidation amount to £584,332 of which £37,781 relate to amounts owed in respect of the 2 BBLs
