Conduct: On 15 September 2020 Mr Paul John Scott (“Mr Scott”) caused PJS Plumbing Services London Ltd (“PJS”) to apply for a second Bounce Back Loan (“BBL”) of £30,000 which he knew or ought to have known PJS was not entitled to under the terms of the scheme. Mr Scott also overstated PJS’ turnover and as a result PJS received more funds than it was entitled to from the BBL scheme. In that: • PJS was incorporated on 23 October 2015. • Under the BBL scheme a business could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of their turnover in the calendar year 2019. Businesses which originally borrowed less than the maximum amount available to them under the Scheme were eligible to top-up their original loan, however the total loan amount was not to exceed 25% of the business’s turnover. Only one loan was available to businesses. • According to the bank statements for ‘Bank A’, PJS received income into the business of £39,583 for calendar year 2019. • On 06 May 2020 Mr Scott made an application to ‘Bank A’ for a BBL of £12,000 on behalf of PJS, quoting an annual turnover of £48,000, in the company’s previous trading name, PJS Mechanical Services Ltd. On 07 May 2020 the BBL funds of £12,000 were paid into the company bank account held with ‘Bank A’. • On 15 September 2020 Mr Scott made a further application for a second BBL of £30,000 to ‘Bank B’ on behalf of PJS, quoting an annual turnover of £120,000. On 21 September 2020 the BBL funds of £30,000 were paid into the company bank account held with ‘Bank B’. • Based on the turnover figure of £39,583, PJS was entitled to a BBL of £9,896, and received £32,104 more than it was entitled to. • No repayments have been made towards either BBLs. • PJS entered Creditors Voluntary Liquidation on 31 July 2024. • At liquidation, PJS had liabilities of £46,015, of which £12,426.53 was owed in respect of the BBL to ‘Bank A’ and £30,722.96 was owed in respect of the BBL to ‘Bank B’.
