Conduct: On 20 May 2020 Jasmeet Singh Bhattle (“Mr Bhattle”) caused JSS Retail Development Limited (“JSS”) to apply for and subsequently obtain a Government backed Bounce Back Loan (“BBL”) of £50,000 to which it was not entitled by providing inaccurate information on the BBL application. In that: • A Company was entitled to apply for a BBL of up to 25% of its 2019 turnover up to a maximum of £50,000 under the BBL scheme; • The terms of the BBL scheme were such that Companies must have been carrying on business as at 1 March 2020 and engaged in trading or commercial activity in the UK at the date of the application in order to be eligible for a BBL; • In the BBL application Mr Bhattle stated JSS turnover as £200,000 to obtain a BBL of £50,000. • The Company was incorporated on 18 August 2015. Dormant accounts were filed for 31 August 2017 and 2018 and micro accounts were filed for the periods ending 31 August 2019 and 2020 showing current assets of £100 and £5,000 respectively. • JSS’ bank account for the period 1 January 2019 to 20 May 2020 shows only 2 transactions, on 14.08.19 a receipt of £820.46 and on 25.09.19 a payment of £820. • In the BBL application dated 20 May 2020, Mr Bhattle declared that JSS was carrying on business as at 01 March 2020, JSS was engaged in trading or commercial activity at the date of the application and that JSS had been adversely impacted by Covid. • No evidence of trading in 2019, as at 01 March 2020 or the date of the BBL application has been provided and JSS had no apparent turnover. Therefore JSS was not eligible to access the BBL scheme. • The £50,000 loan remained outstanding in full at the date of liquidation.
