Conduct: Jozsef Vinczi (“Mr Vinczi”) breached the terms of the Bounce Back Loan (“BBL”) scheme by causing Vinczi Trans Limited (“VT”) to overstate its turnover on its application for a BBL, resulting in the company receiving a BBL of £50,000 when he knew, or ought to have known, that VT was not eligible for a loan of that amount, in that: • The BBL scheme terms allowed businesses to receive a loan of up to 25% of their annual turnover for the 2019 calendar year, which the applicant would self-certify when completing the BBL application.   • If a company was established after 01 January 2019, it was allowed to estimate the company turnover from the date the company started to trade. • VT was incorporated on 29 July 2015 and therefore the actual turnover for the 2019 calendar year should have been declared on the BBL application. • Mr Vinczi declared an annual turnover of £225,000 for 2019 on the BBL application and consequently on 26 May 2020 VT received a £50,000 BBL. • Bank statements for the period 01 January 2019 to 31 December 2019 show total receipts of £71,522.04; this would have meant the company was eligible to apply for a BBL of £17,881. • The overstatement of turnover meant that VT received £32,119 more than it was entitled to from the BBL scheme. • VT entered Creditor’s Voluntary Liquidation on 25 August 2022. • At liquidation, VT had liabilities totalling £53,101.29, of which £51,040.29 was owed to the bank in respect of the BBL.
