Conduct: Mr Klodian Halilaj (“Mr Halilaj”) breached his duties as a director of Croydon Car Wash Ltd (“Croydon”) by failing to ensure that it complied with legislative requirements, in that: • Croydon did not comply with its statutory obligations under the Immigration, Asylum and Nationality Act 2006 (“the 2006 Act”), resulting in the employment of two people who did not have the right to work in the United Kingdom. • On 18 August 2024, following a visit at Croydon’s trading premises the Home Office Immigration Enforcement (“HOIE”) identified that two workers present had no right to work in the United Kingdom. • On 29 August 2025, the Home Office issued a Notification of Liability for a Civil Penalty of £80,000 in respect of the employment of two workers, payment of which was due on or before 30 September 2025. • Mr Halilaj was the sole director of Croydon at the time of the breaches of the 2006 Act. • Croydon did not pay the penalty of £80,000 due to HOIE which remained outstanding in full at liquidation. • At Liquidation on 23 October 2025, Croydon had liabilities of £84,415, of which £80,000 relates to the outstanding civil penalty.
