Conduct: On 19 May 2020, Graham Carney caused Multi Construct Renovations Limited (“The Company”) to make a wrongful application for a Bounce Back loan (“BBL”) of £50,000 at a time when he should have known that the company’s turnover in the relevant period could not support such an application in that: • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019, or where a business was established after 1 January 2019 it is their estimated turnover. • The company was incorporated on 15 October 2014; thus, it was not entitled to estimate its turnover. • On 19 May 2020, the company declared a turnover of £205,000. • On 21 May 2020 the company received the £50,000 funds into its Barclays bank account ending 5918. • The financial statements for the accounts period ending 31 October 2019 state the turnover as being £78,760. Based on this figure, the company would have been entitled to a loan of £19,690.
