Conduct: Alvaro Odeh Torro (“Mr Torro”) caused Alterna Limited (“Alterna”) trading as London Rooms to breach statutory regulations falling within the Housing Act 2004, potentially putting tenants of properties that it managed at risk and incurring Court imposed fines, in that – • Alterna’s local authority prosecuted Alterna in respect of the following regulatory breaches and resulting in fines in respect of – • On 12 December 2021 an offence under 234(3) Housing Act 2004 Houses in Multiple Occupation Management Regulation 7 (1) (c), resulting in a fine of £6,000 • On 25 May 2022 an offence under 72 (2) (3) and (7) Housing Act 2004 knowingly allowing another person to occupy the house in breach of the Houses in Multiple Occupancy licence regulations, resulting in a fine of £20,000 • On 25 May 2022 an offence under 234(3) Housing Act 2004 Houses in Multiple Occupancy Regulation 4 Fire Safety, resulting in a fine of £8,000 • On 1 June 2022 an offence under 234(3) Housing Act 2004 Houses in Multiple Occupancy Management Regulation 4(4) Fire Safety, resulting in a fine of £11,000 • On 1 September 2022 an offence under 234(3) Housing Act 2004 Houses in Multiple Occupancy Management Regulation 7(1) c and 7(2)(a), resulting in a fine of £6,000 • At the date of Alterna’s Liquidation on 23 April 2023, a balance of £45,000 remained outstanding in respect of the above fines, within a total deficiency to creditors of £237,050.
