Conduct: On 12 May 2020 and 19 November 2020 Mr Karl Wilson (“Mr Wilson”) caused Castle Powder Coating Limited (“CPC”) to breach the terms and conditions of the Bounce Back Loan (“BBL”) scheme by overstating its turnover on the BBL application, as a result CPC received more funds than it was entitled to from the BBL scheme, in that: • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019.   • CPC was incorporated on 19 May 2014 and the accounts show it commenced trading in 2015. • CPC’s books and records provided to the liquidator show that its turnover for the calendar year 2019 was £45,407.78. • On 12 May 2020, Mr Wilson applied for a BBL on behalf of CPC in the amount of £42,000 and applied for a further £8,000 on 19 November 2020, declaring that its turnover for the 2019 calendar year was £220,000. • CPC received BBL funds of £50,000 when based on turnover for 2019 it ought to have received no more than £11,351.95. • CPC therefore received BBL funds of £38,648.05 to which it was not entitled. • On 06 August 2024 CPC entered Creditor’s Voluntary Liquidation with total liabilities of £46,079 of which £36,715 was owed in respect of the BBL.
