Conduct: On 20 May 2020, Mr Ali Samli (“Mr Samli”) caused S2 Drinks Limited (“S2”) to breach the terms and conditions of the Bounce Back Loan (“BBL”) scheme by overstating S2’s turnover for the year 2019 as being £115,000 to obtain a BBL of £27,500, when he knew or ought to have known that S2’s turnover for the year 2019 was no more than £10,477. As a result, Mr Samli caused S2 to receive BBL funds of £24,881 that it was not entitled to, in that:    • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019 or where a business was established after 1 January 2019 it is their estimated turnover.     • S2 was incorporated on 02 May 2014.    • On 20 May 2020, Mr Samli applied for a BBL of £27,500 on behalf of S2, declaring that its turnover for the calendar year 2019 was £115,000.    • Accounts for S2 declared turnover of £10,163 for the year end 31 May 2019, and £314 for the year end 31 May 2020. Turnover during calendar year 2019 was therefore a maximum of £10,477, meaning the maximum BBL available to S2 was £2,619.    • S2 received the BBL funds of £27,500 on 22 May 2020.  • S2 entered Creditors’ Voluntary Liquidation on 13 February 2023   • Total liabilities at liquidation amount to £69,123 of which £26,422 relates to the amount owed in respect of the BBL.  The liquidator subsequently recovered £5,000 from Mr Samli
