Conduct: On or around 11 May 2020, Chintan Rashmikant Parmar (“Mr Parmar”) caused Parmar Logistics Ltd. (“Parmar Logistics”) to overstate the turnover of the company to enable it to apply for a Bounce Back Loan (“BBL”) of £45,000 when he knew or ought to have known that the information was false and that the company was only entitled to apply for £19,291. In that: • Under the BBL scheme, businesses could apply for a BBL of up to 25% of their 2019 turnover, from a minimum of £2,000 to a maximum of £50,000. Businesses incorporated after 01 January 2019 were asked to estimate their turnover from the date the business started. • Parmar Logistics was incorporated on 01 August 2013 as R.R Business Advisory Ltd. On 15 August 2016 there was a change of company name to R.R Business & Fleet Management Ltd. (“R.R Business”). On 27 May 2021, there was a further name change to Parmar Logistics. • On or around 11 May 2020, Mr Parmar applied for a £45,000 BBL on behalf of Parmar Logistics (then R.R Business), declaring its turnover as £180,000. • An analysis of Parmar Logistics’ bank account shows that between 07 January 2019 and 27 December 2019, the company received trading income of £72,374. • Parmar Logistics’ annual accounts for the period 01 September 2018 to 31 August 2019 record a turnover of £77,165. Using this figure, the maximum BBL that the company was eligible to apply for was £19,291. • A Winding up order was made against Parmar Logistics on 05 July 2023. The outstanding liabilities at liquidation totalled £202,003.
