Conduct: On or around 23 June 2020 Mr Florin Petrisor (“Mr Petrisor”) caused Peterson Connect Ltd (“PCL”) to apply for a Bounce Back Loan (“BBL”) of £50,000 that it was not eligible for, having obtained a previous BBL for £50,000 on 07 May 2020 from a different lender. Mr Petrisor knew or ought to have known that PCL was not entitled to the second BBL in that: • Under the BBL scheme, businesses could apply for a BBL of up to 25% of their 2019 turnover, from a minimum of £2,000 to a maximum of £50,000. Businesses incorporated after 01 January 2019 were asked to estimate their turnover from the date the business started. • PCL was incorporated on 03 June 2013. • On 04 May 2020, Mr Petrisor made an application with Bank A for a BBL of £50,000 on behalf of PCL. The BBL funds were paid into PCL’s bank account on 07 May 2020. • On or around 23 June 2020, Mr Petrisor made a further BBL application with Bank B for a BBL of £50,000 on behalf of PCL. The BBL funds were paid into PCL’s bank account on 23 June 2020. • The BBL application forms for both banks required the applicant to self-declare that they had not made any other application for a BBL for the business. Mr Petrisor falsely declared that PCL had not previously applied for a BBL with another lender. • Mr Petrisor knew or ought to have known that PCL was not entitled to the second BBL when the second application for the BBL was made and the funds were received. • A winding up order was made against PCL on 07 June 2023. The outstanding liabilities at liquidation totalled £328,477.
