Conduct: On 17 July 2020 Shahid Hayat Naveed (Mr Naveed) caused Virk Dry Cleaning Services Limited (“VDCS”) to apply for a Bounce Back Loan (“BBL”) of £50,000 using turnover figures which he knew or ought to have known were overstated, which resulted in VDCS obtaining a BBL that was £33,750 more than it was entitled to. • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019 or where a business was established after 1 January 2019 it is their estimated turnover. • VDCS was incorporated on 9 November 2012. • On 17 July 2020, Mr Naveed applied for a BBL of £50,000 on behalf of VDCS declaring that its turnover for the calendar year 2019 was £200,000. • Accounts for the year end 30 November 2020 show o Year end 30 November 2020 turnover £75,865 o Year end 30 November 2019 turnover £54,554 • An email response (dated 10 March 2026) from Mr Naveed advised turnover for the calendar year 2019 (1 January to 31 December) was £65,000. • VDCS received the BBL funds of £50,000 on 20 July 2020. • Total liabilities at liquidation/administration amount to £61,360 of which £40,702 relates to the amount owed in respect of the BBL.
