Conduct: On 8 May 2020 Timothy Wilson (“Mr Wilson”) caused or allowed Life and Property Solutions Limited (“Life”) to apply for a £50,000 Bounce Back Loan (“BBL”) using overstated turnover figures, when Mr Wilson knew or ought to have known that Life was not eligible for a loan of that amount. In that: • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by Mr Wilson. The turnover figure required was that for the calendar year 2019 or where a business was established after 1 January 2019 it is their estimated turnover. • Life was incorporated on 29 July 2004. • On 08 May 2020, an application was made for a BBL of £50,000 on behalf of Life declaring that its turnover for the calendar year 2019 was £220,000. • On 21 May 2020 Life received the BBL funds of £50,000. • Life’s accounts for period ending 31 October 2019 show turnover of £19,552. • Life’s accounts for period ending 31 October 2020 show turnover of £17,219. • Total liabilities at liquidation amount to £67,212 of which £49,138 relates to the amount owed in respect of the BBL.
