Conduct: On 31 May 2020, Blagovest Grahovski (“Mr Grahovski”) caused BKG Builders Limited (“BKG”) to make a Bounce Back Loan (“BBL”) application of £50,000 when he knew or ought to have known that BKG was not eligible to receive that amount. Mr Grahovski made a wrongful declaration by overstating BKG’s turnover, and as a result, BKG received more BBL funds than it was entitled to.?In that: Under the BBL scheme, businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of its turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019 or where a business was established after 1 January 2019 it is their estimated annual turnover from the date the business started. The company was eligible to estimate turnover for 2019 as it was incorporated on 03 June 2019, however, the estimated turnover should be reasonable in relation to actual turnover in that period. On 31 May 2020, Mr Grahovski applied for a BBL of £50,000 on behalf of BKG declaring that its turnover for the calendar year 2019 was £202,150.? Bank statements received, show the company bank account was opened on 01 August 2019 and deposits identified as turnover paid into the account between 01 August 2019 and 31 May 2020 were £37,634.13, therefore Mr Grahovski knew or ought to have known that stating a turnover of £202,150 was a wrongful declaration and no evidence has been provided to support this figure. Further deposits identified as turnover paid into the account between 01 June 2020 and 31 July 2020 were £18,792.98. Company accounts for the year ended 30 June 2020 state the turnover for that year as £47,774. BKG Builders Limited received the BBL funds of £50,000 on 01 June 2020, which based on the turnover from the company’s bank statements was at least £35,893.22 more than it was entitled to. Total liabilities at liquidation amount to £64,425, of which £48,276 relates to the amount owed in respect of the BBL.
